Background

The Municipality of Matosinhos has been selected as one of the 20 European cities under the EUI – Innovative Actions Call 3 with the project MOVES-IT.

The project has secured €4,912,236.48 in funding from the European Regional Development Fund (ERDF), reinforcing the municipality’s commitment to innovation, sustainability, and civic participation.

The core objective of MOVES-IT is to drive the digitalization of public services and promote more participatory urban governance, through technological and collaborative solutions designed to make the city greener, more resilient, and more inclusive.

At the heart of the initiative lies the creation of the Urban Intelligence Centre (UIC), which will centralize and manage data on green spaces, water resources, and community sustainability practices, supporting real-time decision-making.

One of the most innovative components will be the Digital Neighbourhood Competition (DNC), to be implemented in the Biquinha Housing Complex. Residents will be invited to monitor and share local sustainability data via a mobile application and the Municipal Citizen Card. This gamified approach will be complemented by digital panels in the buildings, promoting digital literacy and direct citizen engagement.

Main Axes of Action

Inclusive Matosinhos – development of digital tools for collaborative urban planning.
Green/Blue Matosinhos – participatory data collection on natural spaces and water resources.
Vibrant Matosinhos – enhancement of the local economy and the Cultural and Creative Industries in the urban context.

The proposal also foresees the expansion of LABIC – the Citizen Lab for Climate Transition, the creation of a revolving fund for community projects, and digital capacity-building actions targeting local stakeholders.

 

ANCV’s Role in MOVES-IT

The Portuguese National Association of Green Roofs (ANCV) will play a strategic role in the consortium by:

_Supporting the integration of green infrastructure solutions into the urban model.
_Contributing to the development of replicable methodologies for other European cities.
_Promoting the link between technological innovation and nature-based infrastructures, reinforcing urban resilience.
