Penafiel, whose municipal seat is the city of Penafiel, has held city status for 255 years, making it one of the oldest cities in Portugal. It is a municipality rich in history and tradition, boasting a unique architectural and landscape heritage.
Bordered by the Tâmega and Douro rivers and with the Serra da Boneca to the south, Penafiel has immense potential for environmental preservation, eco-tourism, and nature-based activities. The region is defined both by its historic centers—such as the Historic Center of the City and the preserved village of Quintandona—and by its natural features, including vineyards and terraced hillsides, rivers and valleys, mountain ranges and viewpoints, forest areas, and walking trails.
Located in northern Portugal, Penafiel has a population of 69,629 inhabitants, according to the 2021 census. Over the past three decades, the population has remained relatively stable. However, Penafiel faces social challenges such as an aging population—with a growing percentage of residents aged 65 or older—and a decline in the younger population.
In addition, rural depopulation and the need for economic diversification are pressing concerns. The local economy is primarily driven by construction, manufacturing, and agriculture. Some of the region’s most innovative companies include Bastos Viegas (healthcare sector), Atepeli (luxury goods), and Quinta da Aveleda (wine and agri-food industries).
Penafiel also benefits from strong educational and healthcare infrastructures, with several health centers and schools serving the community.
The municipality’s membership in the National Association of Green Municipalities (ANCV), alongside other environmental initiatives such as joining the Green Cities Accord, reflects Penafiel’s commitment to doing more and better for its territory, responding to the climate emergency and sustainability challenges.
